About the Role
We are seeking a highly capable Senior HR Generalist to lead the HR & Administration Division and strengthen the organization’s high-performance culture. The role involves end-to-end HR management — from talent acquisition and policy development to employee relations, payroll, and compliance — across a diversified group structure.
The ideal candidate will serve as a strategic HR partner to business leadership, ensuring compliance with Qatar Labor Law, fostering employee engagement, and driving continuous improvement in HR systems and processes.
Key Responsibilities
>> Talent Acquisition & Management
>> Develop and implement recruitment strategies across engineering, retail, real estate, and industrial operations.
>> Utilize innovative sourcing methods to attract qualified candidates across local and expatriate markets.
>> Oversee performance management, employee retention, and career progression initiatives.
>> Handle grievances, disciplinary procedures, and employee relations in accordance with Qatar Labor Law.
>> Lead workforce planning, succession planning, and internal mobility initiatives.
HR Policy & Compliance
>> Design, implement, and monitor HR policies and employee handbooks compliant with Qatar Labor Law No. 14 of 2004 and its amendments.
>> Maintain updated organizational charts, job descriptions, and documentation.
>> Ensure fair labor practices, equal opportunity policies, and adherence to ethical standards.
>> Manage expatriate visa processing, sponsorship, and local employment contracts in compliance with legal standards.
Facility & Administrative Management
>> Oversee management of company facilities including head offices, staff accommodations, and labor camps.
>> Supervise administrative operations related to office management, utilities, IT, and telecommunications.
>> Coordinate with PROs for visa renewals, Qatar ID processing, and worker welfare compliance.
>> Implement safety protocols and ensure compliance with labor housing standards.
Employee Benefits & Payroll
>> Administer payroll and benefits programs in line with Qatar’s Wage Protection System (WPS).
>> Collaborate with finance to ensure accurate data processing, taxation, and compliance reporting.
>> Calculate end-of-service benefits, manage insurance programs, and maintain gratuity records.
>> Oversee overtime and incentive management with proper documentation.
Performance Management & Employee Relations
>> Advise managers on performance appraisals, disciplinary actions, and conflict resolution.
>> Conduct workplace investigations and recommend fair outcomes.
>> Lead employee engagement and satisfaction surveys, analyzing trends for improvement.
>> Monitor absenteeism and implement corrective actions to maintain workforce productivity.
Training & Development
>> Conduct training needs assessments and design targeted learning programs.
>> Implement leadership development, safety training, and technical workshops.
>> Ensure compliance with worker welfare mandates through regular training sessions.
>> Evaluate program effectiveness and maintain detailed training records.
Leadership & Team Development
>> Manage HR & Admin teams, setting objectives and monitoring performance.
>> Plan manpower budgets and control administrative expenditures.
>> Provide HR advisory support to managers and employees across departments.
>> Participate in exit interviews, redundancy processes, and strategic workforce planning.
HR Information Systems & Data Management
>> Implement and manage HRIS platforms for employee data, payroll, and attendance.
>> Ensure data integrity, confidentiality, and regulatory compliance.
>> Generate HR metrics and analytics for turnover, absenteeism, and compensation trends.
>> Prepare compliance reports and labor surveys as required by authorities.
Strategic Initiatives
>> Continuously review HR processes to improve efficiency and employee experience.
>> Drive process automation and digital transformation initiatives within HR.
>> Act as a communication bridge during organizational changes and restructuring.
>> Advise management on HR best practices, emerging trends, and legal updates.
Qualifications
Required
>> MBA in Human Resources Management or related discipline from a recognized university.
>> 15–18 years of experience in HR & Administration, preferably in a Managerial or Senior HR role within GCC.
>> Strong command of Qatar Labor Law, visa procedures, and Wage Protection System (WPS) compliance.
>> Proven experience in performance management, compensation design, and policy implementation.
>> Solid understanding of HR systems, analytics, and automation processes.
Preferred
>> Experience in engineering, retail, construction, or heavy equipment sectors.
>> Professional certification such as SHRM, HRCI, CIPD, or equivalent.
