About the Opportunity
We are partnering with a prestigious semi-government regulatory authority in Dubai to hire an experienced Manager – Licensing and Supervision. This senior management role offers the opportunity to lead regulatory oversight of Virtual Asset Service Providers (VASPs), shaping Dubai’s digital asset ecosystem while ensuring compliance with international standards.
The Role
The Manager will oversee licensing operations, regulatory supervision, and risk management for VASPs. This position requires strong leadership, regulatory expertise, and strategic thinking to enhance virtual asset regulation and support innovation in Dubai’s financial ecosystem.
Key Responsibilities
>> Licensing & Regulatory Management: Oversee licensing applications, conduct due diligence, risk assessments, and fitness/propriety evaluations. Manage license issuance, renewals, amendments, and regulatory modifications.
>> Risk & Compliance Oversight: Monitor compliance with AML-CFT, KYC-CDD, cybersecurity, and financial prudential requirements. Evaluate governance, operational resilience, and emerging technology risks.
>> Supervisory Excellence: Develop risk-based supervisory strategies, perform on-site/off-site inspections, and conduct regulatory investigations. Support enforcement actions and prepare thematic review reports.
>> Leadership & Team Development: Lead and mentor a specialized team of licensing and supervision professionals. Manage capacity, performance, and professional development.
>> Stakeholder Engagement: Liaise with VASPs, cross-functional teams, and regulatory counterparts. Build strategic relationships with industry participants and international regulatory bodies.
>> Strategic Development: Contribute to policy and framework enhancement, stay updated on global virtual asset trends, and implement best practices.
Qualifications
>> Advanced degree in Finance, Law, Economics, or related field.
>> Extensive experience in financial services regulation, compliance, or risk management.
>> Deep understanding of virtual assets, blockchain technology, and digital finance.
>> Proven track record in licensing, regulatory supervision, or enforcement.
>> Experience managing teams and complex regulatory processes.
