About the Role
We are seeking an accomplished HR Manager to lead and manage the full spectrum of human resources operations across the company’s diversified business units.
The HR Manager will act as a strategic partner to executive leadership, developing and implementing HR strategies that align with organizational goals, ensuring compliance with Qatar Labor Law, and fostering a positive, inclusive, and performance-driven workplace culture.
Key Responsibilities
Recruitment & Talent Acquisition
>> Develop and implement effective recruitment strategies across multiple divisions.
>> Attract and retain top talent through innovative sourcing and selection methods.
>> Ensure compliance with Qatar’s labor laws, including bilingual employment contracts and expatriate sponsorship procedures.
>> Manage onboarding and orientation programs for seamless employee integration.
Performance Management
>> Design and implement robust performance management systems across all levels.
>> Define clear KPIs and performance evaluation metrics.
>> Link employee performance outcomes to promotions, rewards, and development plans.
>> Foster a culture of continuous feedback and accountability.
Training & Development
>> Conduct training needs analyses and create annual learning and development plans.
>> Implement targeted programs covering technical, leadership, and safety training.
>> Develop succession planning and leadership development frameworks.
>> Ensure adherence to Qatar’s worker welfare and compliance mandates.
Compensation & Benefits
>> Develop and maintain competitive compensation structures based on market benchmarks.
>> Oversee payroll processing through the Wage Protection System (WPS).
>> Manage overtime, leave, and end-of-service benefits in accordance with Qatar Labor Law.
>> Review and update benefits programs including insurance and employee welfare initiatives.
HR Compliance & Policy Administration
>> Ensure compliance with Qatar Labor Law No. 14 of 2004 and its updates.
>> Oversee visa, sponsorship, and residency processes for expatriate employees.
>> Develop and implement clear HR policies and employee handbooks in bilingual formats.
>> Uphold fair employment, diversity, and equal opportunity standards.
Employee Relations & Engagement
>> Act as a trusted advisor and point of contact for employee concerns.
>> Promote a collaborative and inclusive work culture across a multicultural workforce.
>> Organize engagement initiatives, recognition programs, and wellness campaigns.
>> Support organizational change and communication during restructuring or expansion.
HR Systems & Analytics
>> Implement and maintain comprehensive HRIS systems for efficient data management.
>> Generate HR analytics and reports to support decision-making and compliance.
>> Drive automation and process improvement in HR operations.
>> Ensure data confidentiality and integrity across all HR functions.
Strategic HR Planning
>> Partner with leadership to align HR goals with long-term business strategies.
>> Conduct workforce planning and forecast talent needs across business sectors.
>> Lead HR initiatives that drive productivity, engagement, and retention.
>> Advise management on emerging HR trends, compliance updates, and best practices.
Qualifications
Required:
>> Bachelor’s degree in Human Resources, Business Administration, or a related field.
>> 8–10 years of progressive HR experience in diversified business environments.
>> Strong understanding of Qatar Labor Law, WPS, and expatriate sponsorship procedures.
>> Proven expertise in performance management, compensation design, and employee relations.
>> Proficiency in HRIS systems and HR data analysis.
>> Excellent communication and interpersonal skills with strong organizational ability.
>> Demonstrated ability to manage complex, multi-sector HR operations with confidentiality.
Preferred:
>> Master’s degree in a related discipline.
>> Professional HR certification (SHRM, HRCI, or equivalent).
>> Proficiency in Arabic language.
>> Experience in engineering, construction, retail, or heavy equipment industries.
