Compensation Package
Salary: QAR 10,000 per month
The Role
The Senior HR Generalist will provide strong leadership to the HR & Admin Division, ensuring a high-performance culture across the Group’s wide range of business operations. This role encompasses full-cycle HR management from talent acquisition through employee separation, with responsibility for policy development, compliance, facilities management, and staff welfare.
Key Responsibilities
Talent Acquisition & Management
- Implement and enhance sourcing strategies integrating traditional and innovative methods to attract qualified candidates
- Develop comprehensive recruitment plans across engineering, retail, real estate, and heavy equipment operations
- Oversee talent retention through salary administration, performance appraisals, increments, bonuses, and satisfaction surveys
- Handle performance management, grievances, and disciplinary matters in accordance with Qatar Labor Law
- Lead succession planning and career development initiatives
- Ensure compliance with Qatar’s labor regulations including bilingual contracts and expatriate visa/sponsorship procedures
HR Policy & Compliance
- Develop, implement, and monitor HR policies, procedures, and employee handbooks ensuring Qatar labor law compliance
- Ensure strict compliance with Qatar Labor Law No. 14 of 2004 and amendments
- Detect policy deviations and implement corrective actions across all business units
- Maintain accurate organizational structures, job descriptions, and performance documentation
- Champion anti-discrimination and equal opportunity principles with proper investigation procedures
Facility & Administrative Management
- Oversee management of company facilities including head offices, camps, staff accommodations, and labor camps
- Manage office administration, utilities, IT telecommunication, and cost controls
- Supervise administrative teams ensuring smooth execution of recruitment, onboarding, and HR processes
- Coordinate with PRO officers for visa renewals and Qatar ID processing
- Implement facility safety protocols and ensure worker welfare compliance
Employee Benefits & Payroll
- Administer comprehensive benefits programs including mandatory insurances and compliance reporting
- Manage payroll processing ensuring accuracy and compliance through Qatar’s Wage Protection System (WPS)
- Collaborate with payroll and finance teams for accurate employee data and regulatory reporting
- Calculate and administer end-of-service gratuity payments and pension compliance for Qatari nationals
- Oversee overtime approvals and compensation with clear record maintenance
Performance Management & Employee Relations
- Advise and coach managers on performance management, conflict resolution, and employee engagement
- Conduct investigations into employee complaints, documenting findings and recommending resolutions
- Monitor absenteeism and sickness with proactive measures to support workforce productivity
- Lead employee satisfaction surveys and workplace culture enhancement initiatives
- Establish clear KPIs and evaluation criteria ensuring fairness and transparency
- Foster inclusive, culturally sensitive environment for multinational workforce
Training & Development
- Conduct comprehensive training needs assessments identifying skill gaps
- Design targeted training programs including technical, customer service, and mandatory safety training
- Create leadership development programs and succession planning initiatives
- Ensure compliance with Qatar’s worker welfare mandates through mandatory training programs
- Track training participation, evaluate effectiveness, and maintain compliance records
Leadership & Team Development
- Set objectives, manage performance, and develop HR & Admin team members
- Plan and manage manpower budgets and control administrative expenses
- Provide day-to-day HR advice to line managers and staff on policies and employment law
- Participate in redundancy consultations, exit interviews, and workforce planning
- Act as strategic partner to executive leadership aligning HR with business objectives
HR Information Systems & Data Management
- Implement and manage comprehensive HRIS systems for employee database, attendance, and payroll
- Ensure meticulous record-keeping with data integrity, confidentiality, and regulatory compliance
- Generate HR metrics and analytics on key indicators including turnover, absenteeism, and compensation
- Prepare regulatory reports for government compliance including WPS reports and labor surveys
- Ensure employee filing systems comply with established standards
Strategic Initiatives
- Continuously review and optimize HR & Admin organizational structure
- Drive process automation and continuous improvement initiatives
- Serve as communication bridge leading change management during organizational transitions
- Keep leadership informed of HR trends, labor law changes, and best practices
- Perform additional duties as assigned consistent with the role
Qualifications
Required
- MBA from recognized university with Human Resource specialization
- 15-18 years’ experience in HR & Administration (preferably in HR Manager role), preferably in GCC countries
- Proven expertise in Qatar Labor Law compliance, WPS procedures, and expatriate visa/sponsorship processes
- Strong experience in performance management, compensation design, and employee relations
- Demonstrated knowledge of HR information systems, data analytics, and process automation
Preferred
- Experience in retail, engineering, construction, or heavy equipment industries
- Professional HR certification (SHRM, HRCI, or equivalent)

- Experienced in Adler software for HR management, payroll processing, and employee data administration
- Familiarity with HR Information Systems (HRIS) for records and analytics
- Skilled in recruitment platforms and applicant tracking systems (ATS)
- Understanding of data privacy and security protocols for HR data management
