HR Manager – Al Khor, Qatar

We are partnering with a prestigious engineering conglomerate in Qatar to find an experienced HR Manager who will serve as a strategic partner to executive leadership. This established organization, with over two decades of proven excellence, operates across diverse sectors including EPC Projects, Civil & Mechanical Construction, Infrastructure Development, and Oil & Gas solutions.
As an ISO 9001:2015 certified company headquartered in Al-Khor, our client has successfully executed numerous projects across engineering, retail, real estate, heavy equipment rental, and transportation sectors throughout Qatar.
Compensation Package
Salary: QAR 18,000 per month
The Role
The HR Manager will oversee comprehensive human resources functions across diversified business operations, developing and implementing HR strategies that support multi-sector operations while ensuring full compliance with Qatar Labor Law and fostering an inclusive workplace culture.
Key Responsibilities
Recruitment & Talent Acquisition
- Develop and execute comprehensive talent acquisition plans across multiple business units
- Implement multi-channel recruiting strategies to attract diverse talent pools
- Ensure compliance with Qatar’s labor regulations, including bilingual employment contracts and expatriate visa/sponsorship procedures
- Manage efficient onboarding processes with comprehensive orientation programs
Performance Management
- Implement robust performance management systems across all organizational levels
- Establish clear KPIs and evaluation criteria tailored to different job families
- Foster a culture of continuous feedback and constructive performance reviews
- Link performance outcomes to rewards, promotions, and career development
Training & Development
- Conduct comprehensive training needs assessments and develop annual training plans
- Design targeted programs including technical, customer service, and mandatory safety training
- Create leadership development programs and succession planning initiatives
- Ensure compliance with Qatar’s worker welfare mandates
Compensation & Benefits
- Develop and maintain competitive compensation structures with regular market analysis
- Oversee accurate payroll processing through Qatar’s Wage Protection System (WPS)
- Manage overtime approvals in accordance with Qatar Labor Law
- Administer comprehensive benefits including health insurance, end-of-service benefits, and leave entitlements
HR Compliance & Policy Administration
- Ensure strict compliance with Qatar Labor Law No. 14 of 2004 and amendments
- Oversee sponsorship and residency permit processes for expatriate workforce
- Develop clear HR policies and employee handbooks in multiple languages
- Champion anti-discrimination and equal opportunity principles
Employee Relations & Engagement
- Serve as primary contact for employee concerns across all divisions
- Foster an inclusive, culturally sensitive environment for multinational workforce
- Develop engagement initiatives including team-building, recognition programs, and wellness events
- Lead change management initiatives during organizational transitions
HR Systems & Analytics
- Implement and manage comprehensive HRIS systems and HR technology
- Generate HR metrics and analytics on key performance indicators
- Prepare regulatory reports for government compliance
- Drive process automation and continuous improvement initiatives
Strategic HR Planning
- Act as strategic partner to executive team, aligning HR with business objectives
- Conduct workforce planning and forecast future talent needs
- Lead organizational development initiatives
- Keep leadership informed of HR trends and labor law changes
Qualifications
Required
- Bachelor’s degree in Human Resources, Business Administration, or related field
- Minimum 8-10 years of progressive HR experience, preferably in diversified business environments
- Proven expertise in Qatar Labor Law compliance, WPS procedures, and expatriate visa/sponsorship processes
- Strong experience in performance management, compensation design, and employee relations
- Demonstrated knowledge of HR information systems and data analytics
- Excellent understanding of multicultural workforce management
- Strong analytical, problem-solving, and organizational skills
- Excellent interpersonal and communication skills in English
- Ability to manage multiple priorities and maintain confidentiality
Preferred
- Master’s degree in relevant field
- Arabic language skills
- Professional HR certification (SHRM, HRCI, or equivalent)
- Experience in retail, engineering, construction, or heavy equipment industries
